The All Parties Coordination Committee has demanded Prime Minister Chaudhry Anwar-ul-Haq’s resignation and the dissolution of the assembly. A 16-point Charter of Democracy was issued, setting a deadline of December 9 for implementation. Nationwide protests and demonstrations abroad were announced for December 10, coinciding with International Human Rights Day.
The violence against protesters in Dhirkot was condemned, and the committee demanded the withdrawal of all cases and the immediate unconditional release of detained leaders.
The 16-point Charter of Democracy includes:
- Resignation and Dissolution: Prime Minister Chaudhry Anwar-ul-Haq must immediately dissolve the assembly and resign.
- Independent Election Commission: Establish an independent, impartial election commission to conduct elections for a constituent assembly to ensure a genuinely representative, democratic, and empowered government. This government should equitably utilize resources to address education, health, employment, and infrastructure while organizing efforts for the liberation of Jammu and Kashmir on national and international fronts.
- Repeal of Ordinance: The “Peaceful Assembly and Public Order Ordinance 2024” must be repealed as a draconian law.
- Ban on Extremist Activities: Activities of banned religious terrorist organizations should be prohibited, and legal action should be taken against those inciting religious hatred and public fear in Rawalakot on September 13, 2024.
- Accountability for Killings: Register FIRs against ISI sector commanders, Rangers officials, the Prime Minister, the Interior Minister, and the Chief Secretary for the killing of three youths in Rangers’ firing on May 13, 2024.
- Release of Activists: Withdraw all cases filed since August 25, 2022, during public rights movements, and release detained activists unconditionally.
- Repeal of Karachi Agreement: Repeal the Karachi Agreement and the 1974 Act, and recall lent officers.
- Abolish Refugee Quotas: End the 12 seats allocated for Jammu and Kashmir refugees residing in Pakistan, as they undermine the representation and economy of the region and are used for political manipulation.
- Employment Quota Revision: Abolish the over-19% quota for refugees from Jammu and Kashmir in government jobs.
- National Grid Station: Establish a national grid station to secure locally generated electricity for regional use, with agreements for surplus electricity and water use in Pakistan.
- Cut Elite Privileges: Eliminate perks for the ruling elite, judges, and bureaucrats, and redirect the savings to public welfare projects.
- Food Security: Nationalize flour mills and wheat transport systems, creating a digital system to ensure affordable flour and prevent corruption.
- Economic Reforms: Schedule Jammu and Kashmir Bank operations and mandate private banks to invest 25% of their deposits as loans for local development.
- Tourism Development: Cancel plans to allocate tourism lands to the military under “Green Tourism” and instead develop tourism with public participation. Allow unrestricted access to foreign tourists in Jammu and Kashmir, with airports activated in divisional capitals.
- Utilization of Remittances: Prioritize the use of foreign remittances sent by overseas Kashmiris for regional development. Establish industries and invest in agriculture, horticulture, and tourism to generate local employment.
- Union Elections: Announce elections for student unions and grant trade union rights to workers across all sectors.
